What you’ll do:

You will take overall responsibility for the operational service of the hard facilities management contract, leading a team responsible for plant services, parking, help desk services, security, landscaping/snow clearing and energy management.  You will drive both financial and operational results through efficiencies, whilst also improving quality of service and customer satisfaction. As the operational lead you will also take responsibility for proactive health & safety.  Naturally you’ll be experienced in delivering on established objectives and recommending solutions.

What we’re looking for:

Significant prior exposure in Facilities Management, at senior management level within the Healthcare industry

Evidence of success in improving operational efficiency, customer and employee engagement and financial performance

Experience in supporting a leading public facility (ideally within healthcare)

Experience in effectively managing within a unionized environment

Undergraduate in Engineering, Facilities Management or Construction

Building and Engineering Services Support Coordinator

Purpose of Job

Under the direction of the Director, Building & Engineering Services , the Support Coordinator, Building & Engineering Services works independently within a team oriented environment to provide support to the Building & Engineering Services department.  The role ensures flow of business processes in an efficient and timely manner, maintains complete and accurate records/files; establishes clear lines of communication while building positive relationships with departmental staff members, Carillion facility members and clients.  Emphasis is placed on ensuring finance, Human Resources, operations, administrative and database information is current and accurate.  Focus of work is predominantly against defined targets but performs a range of tasks from complex to straight forward.  Supports delivery of Health and Safety Policy and standards. Operates always in a professional, open, honest and reliable manner.

 Key Responsibilities

Preparation of reports, presentations, memorandums, proposals and correspondence.

Maintain financial reports and monthly accrual reports.

Create and manage purchase orders and invoicing.

Ensure time/absence tracking for employees is completed.

Assist with HR responsibilities, including recruitment and orientation of new hires.

Administration of payroll.

Make travel arrangements as required.

Serve as the “go-to” person for office enquiries.

Provide reactive and proactive customer service to our various clients.

Oversee office-related equipment and supplies, including telephone/voicemail systems, furniture, stationary and printers/copiers, contacts IT support for repairs or replacement as required.

Assist with scheduling appointments, meetings and other events.

Answer phones, direct calls, send and receive all mail and packages.

Maintain Terms of References, Standard Operation Procedures and Policies and Procedures

Oversee continuity of the call centre through ensuring availability of shift staff who are employed on 7/24 bases. Plus ensure all KPI’s are met month to month.

Assist with duties for vacation relief & absences of CMMS Coordinator, Finance Assistant as well as any other deemed temporary position relief

Any other work as assigned by management.

Knowledge and Applied Skills

Must demonstrate initiative and have the ability to work independently

A positive outlook, excellent communication and strong interpersonal skills are required

Proficient use of computer programs (Word, Excel and Internet), photocopier, phones (landline and mobile)

Must be a self-starter

Documented proof of Worker or Supervisor Health and safety awareness training, as applicable (as per Ontario’s Occupational Health and Safety Act regulations). This training can be provided to the successful candidate if needed.

Work in compliance with Infection Control standards and the Occupational Health and Safety Act and its regulations, reporting hazards, deficiencies and contraventions in a timely manner.

Supervisor Plant Operations and Maintenance

PURPOSE OF ROLE

Assist in planning, control and supervision of maintenance work and operation of all base building systems as well as interior and exterior building components at Oakville Hospital. Will assume responsibility for the Supervisor Plant Operations and Maintenance in his absence, ensuring the continuity of all services through availability of redundant equipment and the shift building engineers who are employed on a 7/24 basis and/or the various tradesmen who provide maintenance and repair service to the physical plant and building’s elements. Oversees daily routine and preventive maintenance works are completed on time and will play a key role in the development of preventive maintenance routines, frequencies and schedules, ensures the efficient utilization of manpower, supplies, utilities and equipment in a cost effective manner while providing quality service delivery to all patients, staff and visitors at the hospital. He will participate in a staff hiring, promotion, demotion and disciplinary process and provides appropriate training to the new employees. Will also coordinate external contractors work for a variety of repairs and maintenance projects as well as assists in development and control of departmental annual budget and assessing all conditions and modifications to the plant equipment and buildings to identify life cycle capital projects. Provide supervision on a shift rotation during the week which includes occasional weekends, nights and days.

Principal Accountabilities General Duties (60%)

Assists in planning, controlling and supervising the implementation of preventative maintenance program and daily repairs to meet the hospitals’ needs and requirements

Plans, schedules and estimates labour, material, equipment and downtown to complete maintenance and repair works

Oversees continuity of building base services through ensuring availability of redundant equipment and shift staff who are employed on 7/24 bases as well as various tradesmen who provide maintenance and repair services to physical plant equipment and building elements

Review BAS system reports, ensures alarms are cleared, their cause is fixed and supervises the efficient and safe operation of all equipment in Central Utility Plant (CUP) including chillers, cooling towers, hot water boilers, steam boilers, emergency diesel generator and their auxiliary and ancillary equipment

Assists in organizing and maintaining technical information, regulatory compliance records, licensing and certification of all elements of HVAC system, elevators, structural reviews, roads, soils, painting, etc.

Ensures all work is conducted in a manner that meets established departmental and government regulations

Acts as a primary contact with different client groups on issues relating to the plant operations and maintenance

Provides leadership and clear business direction to unionized staff to ensure timely completion of preventive maintenance and repair work orders.

Assists managing the maintenance management software.

Ensures that proper level of spare parts is available in the stores to minimize the down time or unavailability of space and/or equipment.

Provides procedural directions and problem solving guidance to unionized staff

Ensures consistent administration of work rulers, policies and procedures and provisions of collective agreement.

Conducts counseling and disciplinary sessions with his subordinates in accordance with the HR policies.

Quality Management (20%)

Maintain records and information pertinent to the operations and maintenance of the facility

Assists in preparing accurate periodic reports for submission to the hospital

Provide technical assistance and advice as directed by the plant manager, or his designate

Adheres to the departments established policies, procedures, objectives, quality assurance and safety guidelines

Ensures that due diligence is exercised in the use of equipment and supplies

Enforces observation of guidelines, rules and regulations of health and safety as well as infection control appropriate to the area of work by his subordinates

Enforces strict adherence to the lock out/tag out policy by his subordinates

Researches specifications, drawings and O&M manuals in order to direct tradesmen for “doing the work right the first time” when performing a task

Meets with sales representative in the selection of parts and equipment

Meets regularly with client group’s management to ensure service quality is satisfactory

Responsibilities (15%)

Participate in educational programs and in-service trainings.

Attends meetings as required

Organizes and participates in monthly staff meeting

Is expected to carry a pager and be available after regular working hours and being on-call if necessary

Provides verbal and written reports as requested

Complete assigned tasks in a professional and workmanlike manners

Ensures the assigned tasks are completed and work orders are closed within the time frame given in response time policy

Ensures the work status is communicated with the client groups within the time frame given in response time policy

Adheres to the occupational health and safety acts and other legislative enactment

Represent the department with a positive and professional attitude

To assist in the implementation of the Environmental Management System within key process areas

Knowledge and Applied Skills

College level education or equivalent work related knowledge of building operations & maintenance.

Valid Ontario second/third class stationary engineers certificate or Building operator certificate or trade license (Millwright, Electrician, Plumber or Steam Fitter) or equivalent

Minimum 2 years related experience in plant operations (steam generators, refrigeration, building automation systems) and hold a valid Millwright License.

Work well within a team setting.

Knowledge of trouble shooting & repairing building systems and performing other related plant duties as required.

Demonstrated computer skills.

Ability to read, write and speak English fluently

Ability to read and understand mechanical, Electrical and control drawing Knowledge of building automation system, life safety system, electrical systems and HVAC including boiler, chiller, cooling tower, pumps, motors, heat exchanger, AHU, etc.
